BOT Reform | By the Board or by Legislation?

Last November, the PA Auditor General (Jack Wagner) released a report containing numerous governance "best practice" reforms for Penn State. During their January retreat, the Penn State Board will discuss these recommendations. Will the Board embrace the Auditor General's common-sense reform recommendations or will they have to be mandated by Legislation?
