To date, Penn State has reported 708 positive coronavirus cases across its campuses.
According to the dashboard, 132 University Park students are currently in on-campus isolation, while 77 students are in on-campus quarantine.
Welch will begin his new permanent positions on October 1.
The application fee waiver applies to any undergraduate program and campus, including Penn State's World Campus.
