UPUA Passes NARCAN Training & Distribution Bill

The 20th Assembly of the University Park Undergraduate Association (UPUA) met on Wednesday to pass nine bills and four resolutions. Avery Landis, The Student Programming Association (SPA) liaison, passed along the message that SPA has removed the position of UPUA liaison from their organization, despite wanting to increase the collaboration between both organizations.

Panhellenic Council (PHC) representative Lindsay Freedman said that PHC will be taking applications for its new UPUA liaison. More information can be located on the PHC’s website

The meeting opened with the agenda, where representatives objected to discussing and updating the election codes due to ongoing campaigns. The proposed discussion would have brought forward the idea of extending the registration period. It was removed from the agenda.

May Fowler, President of the Rhythm Game Club at Penn State, spoke during the open student forum. They requested UPUA’s assistance in locating a new area for the Dance Dance Revolution machine that is currently in Pollock Commons. It will be moved due to ongoing construction. 

Following reports from President Rasha Elwakil and Vice President Noah Youcheff, the assembly had no swearing-ins and moved onto new business.

New Business

Resolution #21-20: Support for Additional Printers in Whitmore Laboratory. The resolution came from the Eberly College of Sciences, who have multiple labs hosted in Whitmore that require printing for finals. The lack of ability to do so is hindering students’ ability to adequately prepare for final exams.

Bill #71-20: NARCAN Training & Distribution. The bill regards the ordering of NARCAN and drug test strips that will be distributed to Greek organizations alongside Penn State EMS. The order includes 15,000 doses of BTNZ fentanyl test strips and 5,000 doses of BTNX xylazine test strips to be sent across 70 fraternity and sorority chapters at University Park.

Resolution #19-20: Support for the Expanded Adoption of Open Educational Resources. The bill proposes an increase in funding for open educational resources. Students are paying approximately $600 more a semester for textbook materials, both physically and online. The resolution proposal has been curated with members of the Faculty Senate, including McKenna Schrenk.

Bill #73-20: Stress Awareness Month Tabling. Tabling will be conducted on April 3, 2026, from 11 a.m. to 2:30 p.m., in order to bring awareness to stress and resources available for students on campus.

Bill #74-20: Self-Harm Awareness Month Tabling. One-fifth of students deal with suicidal ideations, with 1.5% engaging in suicide behavior. On March 25, 2026, from 11 a.m. to 2:30 p.m., UPUA will have tables with fidgets and orange ribbons in support of students struggling with self-harm ideation.

Bill #76-20: Activities for University-Wide Wellness Day. The bill introduces tables in high-traffic areas around campus. The tables will have different wellness activities such as goodies, bracelet making, stress balls, and fidget toys as well information from one or two staff members of different wellness centers on campus.

Resolution #20-20: Support for an Increase to Student Federal Aid Programs. The resolution supports student federal aid programs, such as the Pell Grant. UPUA wants to make it clear that it stands by advocacy and support for federal student aid as a whole.

Bill #77-20: Sexual Violence Awareness and Prevention Month 2026. Annual events such as Denim Day and Cones for Consent will continue. UPUA’s work to raise awareness and prevention of sexual violence will expand.

Bill #79-20: Funding for First-Gen Panel. The bill provides funding for the first-gen panel with the Chaiken Center for Success and First Gen Advocates. The panel will be conducted to connect students to student leaders and careers. It will take place on April 14th from 6 p.m. to 8 p.m. with refreshments.

Bill #80-20: Funding for Women’s Empowerment Night. The bill introduces funding for a panel that include five female student leaders on campus to talk about their experience as a woman in leadership. The event will be held on March 23 and will include interactive activities, networking, and other remarks.

Bill #81-20: Neurodiversity Celebration Week Tabling: The bill introduces funding for a tabling event focused on uplifting those who are neurodivergent. The table is booked in the HUB and will include goodies and information on neurodiversity.

Resolution #22-20: Free City Council Town Hall: The city council town hall will be conducted with members of State College council. It will be conducted on a 45-to-60 minute Zoom call with an open question-and-answer format.
