Entering its 44th year, the Central Pennsylvania Festival of the Arts, known as Arts Fest, is State College's biggest summer event, attracting over 125,000 visitors during its five days. Whether they're coming for the art or the parties, thousands of Penn State students and alumni will be headed to State College this week for the festival.

Penn State is looking to expand its international ties by partnering with Indian universities, Narsee Monjee Institute of Management Studies (NMIMS) and the Indian Institute of Technology (IIT), based out of Mumbai, reports DNA. Penn State is looking primarily at teaming up with these universities in expanding their research programs internationally. Penn State currently spends about $800 million on research annually.

That's how 4thFest ended last year, enough to earn the attention of the Travel Channel, who noted that State College produced "one of the best fireworks displays in the world." Of course, the main lure back to PSU during summer is Arts Fest - and not without reason. Good news for Professor of Meteorology Dr. Michael Mann, who was cleared by a panel of his peers in the "Climategate" scandal. In case you don't remember, Mann became involved in a global controversy when hackers broke into a colleague's email account and published correspondance between climate researchers, including Mann, that suggested a potential cover up of data refuting the theory of man-made global warming. The scandal resulted in the resignation of a professor at the University of East Anglia in the United Kingdom.

The Discovery Space of Central Pennsylvania, a hands-on museum that teaches children the importance of themselves and the world around them, is scheduled to open in December 2010 in downtown State College. The not-for-profit museum will host several exhibits, an arts studio and a theater for presentations.

Earlier today the Pennsylvania State House of Representatives approved the state budget for the 2010-2011 fiscal year. The new $28,043,137 budget trims almost a billion dollars from Governor Ed Rendell's proposed budget of $29,029,507. The new budget is an increase of over $243 million from last year's much delayed bill. In fact, this is the first time in Ed Rendell's 8 years as governor that the state budget has been approved on time. But the big question that the Penn State faithful want to know is, how will this new budget impact Old State?
