Sims congratulated students but didn't acknowledge the semester's many shortcomings, including nearly 5,000 student coronavirus cases, increased pressure on local health systems, and rule-breaking parties and gatherings.

The service changes come as students prepare to head home for Thanksgiving and stay there as classes move online.

International students need to consider travel restrictions and quarantine requirements before heading home this fall.
