One of the first commitments that James Franklin received after coming to Penn State may never suit up for the Nittany Lions. Lloyd Tubman, a four-star defensive end out of Kentucky, has reportedly decided to re-open his recruitment and will announce where he plans on signing at 9 a.m. on Wednesday, according to The Louisville Courier-Journal's Steve Jones.
