Four-Star Quarterback James Armstrong Commits To Penn State Football

2028 four-star quarterback James Armstrong has committed to Penn State football, per On3’s Hayes Fawcett announced on social media on Thursday.

Armstrong, who attends Hopewell High School, is ranked as the No. 169 player in the nation, the No. 10 player in Pennsylvania, and the No. 4 quarterback in the Class of 2028, according to the 247Sports Composite Rankings.

His hometown of Aliquippa sits just northeast of Pittsburgh in Western Pennsylvania, a three-hour car ride from State College. It’s also the hometown of beloved associate head coach Terry Smith.

Armstrong finished his sophomore season in 2025 with a 60.4 completion percentage, 2,232 passing yards, 21 passing touchdowns, and just three interceptions in 12 games, while also adding 799 yards on the ground with 16 rushing touchdowns. He led Hopewell to a 7-5 record playing in the WPIAL AAA Western Hills Conference.

The four-star signal caller is also a star on Hopewell’s varsity baseball team, slashing .382/.510/.447 in 24 games with 17 stolen bases, playing outfield.

Armstrong held offers from the likes of West Virginia, Pittsburgh, Ole Miss, Georgia, Auburn, and more, but Penn State stood out early in his recruitment and he’s made the relatively early call to commit, becoming the team’s third commit in the Class of 2028 behind cornerback Deonte Flemings Jr. and kicker Carter Petri, while giving the team an early answer to their yearly quarterback recruit question.
