Solve Penn State’s Budget Crisis

The Challenge

I do not envy the commonwealth’s budget position, and I recognize that Governor Corbett entered his position with a structural budget deficit over $4 billion in time with the expiration of federal stimulus funding. I also recognize that Governor Corbett aims to improve the efficiency of the commonwealth’s operations and avoid raising taxes for Pennsylvania’s citizens. My major initial concern is the budget’s apparent concession to short-term pressure and neglect of the long-term promise of higher education.
