A Penn State Abington student was shot dead in Philadelphia late Monday afternoon nearby Temple University, according to a report from NBC Philadelphia.
Mohan Varughese was sitting on the stoop of his girlfriend's house around 5:00 p.m. yesterday when a man walked up and asked for keys to the student's motorcycle. When Varughese refused, he was shot three times in the chest and face.
The State College Borough Council voted last night 5-4 to repeal an ordinance that prohibited guns from being carried in municipal parks. The nearly 40-year old ordinance had also been in violation of Pennsylvania state law, which only restricts people from carrying arms in courthouses, public schools and the state Capitol.
