Penn State Student Accused Of Multiple Assault & Harassment Charges

Penn State responded to the allegations made against Joseph Draper, a student, who is facing one felony count of aggravated assault, three misdemeanor counts of simple assault, and four summary counts of harassment and public drunkenness.

“We are aware of these criminal charges and the allegations of hateful and racist language — this kind of rhetoric does not belong at Penn State,” Penn State spokesperson Wyatt DuBois said. “The Office of Student Accountability & Conflict Response is looking into this matter, and, if the student is found to have violated our Student Code of Conduct, they will be held accountable by the University separate from the criminal process.”

A Penn State student was accused of assaulting an emergency medical technician, among other charges, after being asked to leave a bar in downtown State College on Sunday night.

Joseph Draper, 21, was arrested and faces one felony count of aggravated assault, three misdemeanor counts of simple assault, and four summary counts of harassment and public drunkenness.

After being visibly intoxicated at Champs Downtown, Draper was asked to leave the establishment by bar staff but didn’t comply as he told them he was of legal drinking age, according to an affidavit of probable cause.

An officer found him outside of the bar alone with the odor of an alcoholic beverage emanating from his breath and person, the criminal complaint read. Draper had glassy eyes and was unsteady on his feet but told the officer several times he was doing nothing wrong by standing outside drunk.

Due to these observations, the officer requested Centre LifeLink EMS (CLLEMS) to take Draper to Mount Nittany Medical Center (MNMC) to be treated for a conscious alcohol overdose, according to the affidavit. On the way to the hospital and after being placed on a stretcher inside an ambulance, police said he became verbally and physically aggressive.

According to the affidavit, CLLEMS staff had to pull into the parking lot of the Bryce Jordan Center as Draper slipped his legs out of the stretcher’s straps before becoming physically violent. Draper began to kick, swing at, and spit on EMTs before striking one of them twice in her upper torso, according to the criminal complaint.

During this time, Draper began to scream profanities at the first responders on-scene, calling one of them a “lesbian pussy licker” and directing a racial slur toward a Black officer, according to police. Draper then told responding EMTs that he would have their jobs by the morning.

Once he and the responders arrived at MNMC, Draper continued to scream at first responders and staff of MNMC while being taken to his room, according to the affidavit.

Draper was released from custody at the Centre County Correctional Facility after District Judge Kelley Gillette-Walker set bail at $15,000. His preliminary hearing is scheduled for March 5.

Draper and Penn State did not respond to a request for comment.
