UPUA Passes Election Code Revisions Along With Three Bills & A Resolution

The 20th Assembly of the University Park Undergraduate Association (UPUA) met Wednesday to hear presentations from the THON DEI Team and Lion Ambassadors and affirm membership of the United Students’ Advisory Board. It also passed two bills, one resolution, and one policy.

The meeting opened with a presentation led by Maggie Gilbert for the THON DEI presentation.

The following was a presentation led by president Maxwell Gibbard for the Lion Ambassadors. Gibbard discussed Lion Ambassador applications in detail, community events the organization holds, the S-Zone, and the community within Lion Ambassadors.

Following a report by Vice President Noah Youcheff, the assembly moved into New Business. 

New Business

The first piece of New Business for the night was Resolution #8-20: Affirming Membership in the United Students’ Advisory Board. The USAB, now including UPUA, comprises the Council of Commonwealth Student Governments, the Graduate and Professional Student Association, the World Campus Student Government Association, the University Park Fee Board, and the student trustee. The Resolution had been in discussion for a month.

Resolution #08-20: Affirming Membership in the United Students’ Advisory Board passed unanimously.

Next up was Policy #03-20: Revising the UPUA Election Codes. This policy stated the amendments added to the UPUA election codes for the 2026 election cycle, including clarifications on verbiage, internal works board additions, and election candidacy violations. 

After much discussion, Policy #03-19: Revising the UPUA Election Codes passed unanimously.

Next up was Bill #42-20: Funding for Coffee for Finals Week Fall 2025. Funding will go towards snacks, including Starbucks coffee, granola bars, and Celsius energy drinks. The event will be held at the HUB-Robeson Center from December 14 to 18.

The stand will be open from 7 to 11 p.m. on Sunday, December 14, and from 8 to 11 p.m. from December 15 to 18.

Bill #42-20: Funding for Coffee for Finals Week Fall 2025 was passed.

The last piece of legislation was Bill #43-20: Funding for Winter Break Lyft Subsidies. This bill allows UPUA to fund up to 66 $15 Lyft ride coupons from December 12, 2025, to January 12th, 2025, for students to leave campus for winter break and/or return to campus. Each ride must include the State College airport as a drop-off or pick-up point for the credit to apply. The code for the winter break subsidy is UPUAWINTER2025.

Bill #43-20: Funding for Winter Break Lyft Subsidies passed unanimously.
