Borough Announces Blue-White Parking Changes, Launches Highlands Permit Program Pilot

The Borough of State College will implement several temporary changes to its parking policy to accommodate Blue-White Weekend visitors.

Among these changes is the premier of the Borough’s new Highlands neighborhood permit system. The system, which was approved by Borough Council last fall following extensive deliberation, will require guests of Highlands residents parking on the neighborhood’s streets overnight to be registered for a $10, 24-hour temporary permit. The program allows registered residents to use 36 free permits per year, but during designated “event times” such as Blue-White weekend, residents must purchase up to 20 separate permits for guests parking on the street.

The system applies only to overnight parking and the streets within the boundaries of the neighborhood, according to an alert. Vehicles parked inside neighborhood boundaries during the day on Saturday and Sunday will not be fined.

The Borough’s parking department will not enforce the “No Parking 2 a.m. to 6 p.m.” and one to two-hour restrictions from 12 p.m. Friday, April 12 to 2 a.m. Monday, April 15. Metered parking policies will continue to be enforced from 10 a.m. to 10 p.m.
