An alleged ringleader of the Penn State cocaine ring mainly involving two Penn State fraternities allegedly made Delta Upsilon pledges sign purported non-disclosure forms before assisting him with the cocaine operation.

The grand jury presentation says Thomas Robinson served as Delta Upsilon’s new member educator for its spring and fall 2024 pledge class, allowing him to work with pledges.

He allegedly used this position, as well as his later role as president of academics, to recruit new pledges to help with the cocaine operation.

During the fall 2024 semester, Charlie Wiseman — listed as C.W. in the presentment — was contacted by Robinson and told to find other pledges who were “trustworthy.” Wiseman brought two other pledges, Seth Beardsley and L.H., to Robinson’s room.

Robinson made them hold out their hands to perform a “steady hand test” to prove they could help him. L.H. did not pass and was replaced by another pledge.

Robinson then allegedly made the three pledges go online and print out a “non-disclosure form.” After the pledges signed, Robinson allegedly tore the forms up and threw them away.

He then took them to the furnace/boiler room in the fraternity house and had them unload zip-lock baggies, a scale, Pyrex dishes, goggles, masks, and gloves.

According to the grand jury presentment, Robinson placed a “brick-like” amount of cocaine on the table. Allegedly, one pledge shredded the cocaine, Robinson added creatine, then the other two would bag the drugs.

Wiseman claimed they prepared “approximately 100 to 200 half-gram bags of cocaine.” He said this happened on multiple occasions over two weeks.

This wasn’t the first time that Robinson allegedly used pledges to help with the distribution. A March 2024 pledge, D.P., told the Grand jury that Robinson asked him to deliver cocaine to Alpha Gamma Rho. He allegedly made around 10 deliveries for Robinson, including to Robinson’s friend, A.B.

Similarly to Wiseman, the fall 2024 pledge, Robinson allegedly asked D.P. to “grab another person/pledge.” Robinson allegedly then made a group chat with the three of them and asked the pledges to go to Walmart to get supplies, including a folding table, masks, dime bags, and goggles.

The pledges engaged in a similar process of cutting up the cocaine, adding creatine, and packaging it.

Witnesses also described an “unspoken rule” that what happened in the house would not be discussed. DU brothers said to the jury that although brothers were not obligated to stay in the fraternity, if they did, “it was the expectation that if they stay with the fraternity, they stay loyal to the fraternity.”

Robinson waived his September 2 preliminary hearing. He faces 21 felonies and 10 misdemeanors, including one felony count of conspiracy to violate Pennsylvania’s corrupt organizations law, one count of conspiracy to deliver drugs, and one first-degree felony count of dealing.
