It's time again to start voting for the Liberty Mutual Coach of the Year, an award that goes to the college football coach who best demonstrates "responsibility, integrity, sportsmanship, and excellence both on and off the field." If Bill O'Brien doesn't fit that bill perfectly, I don't know who does.

It has certainly been an exciting week here in Sate College after the NCAA's decision to gradually restore Penn State's scholarships. But for two Pennsylvania legislators, the decision doesn't go nearly far enough.

You've probably heard the big news by now. Coach Bill O'Brien issued a statement yesterday, but was a little more candid in an interivew with Big Ten Live later in the afternoon. O'Brien elaborated on his reaction to the news and on what the modifications mean for Penn State.

We hear at Onward State do a lot of things, but if there's one thing we love doing more than anything else, it's making Penn State fans happy. Do we always do it? Of course not. But we think we're going to this time.

He doesn't do it often, but Bill O'Brien is definitely smiling today. He and Athletic Director David Joyner released statements earlier this afternoon on the NCAA's decision to gradually restore Penn State's scholarship reduction.
