Feinberg created the design, which features a combination of a lighthouse and Old Main, to emphasize how Penn State is "guiding us forward into the future."
The sky is blue, the grass is green, and Penn Staters are some of the greatest people around.
Barron said the university doesn't plan on further furloughs or layoffs through at least June 30, but said similar actions may need to be taken in the future.
Plans won't be finalized until approved by the Board of Trustees in July.
A spokesperson from the university said more permanent signage is being created and will be installed at a later date, but urged visitors to follow Gov. Tom Wolf's stay-at-home order and not visit the shrine.
